Origin:

This phrase comes from a 16th century game called fast and loose which was played at fairs. Operators rolled up a strap and left a loop hanging over the edge of a table. To win, a player had to catch the loop with a stick before the strap was unrolled. But they never won. Cheating operators rolled it up in such a way that the feat was impossible.
