The Phrase Free ATM Withdraws is a wrong one. You might have seen this phrase probably in a BANK BULLETIN.

The right phrase to be used in a context is:

Free ATM withdrawals are not allowed.

Every ATM withdrawal is taxed.

Withdraw is a Verb. It should not be used as a noun. The noun form of this verb is withdrawal.
